Need help ASAP with Residential Fall Protection/Restaint Anchors for HVAC installers

All of my residential HVAC installers are required to go up on the roof of residential homes for about 10 mins to seal the chimney. Home Builders here do not install tie off anchors. According to legislation we are required to tie off when above 3 metres. Some of my guys will tie off with a long rope attached to their trucks or pray they don't fall or hope that OH&S doesn't walk onto site!!!! This is not acceptable.
