Remember on private lots and where posted you have the right to police your site and tow away under provincial and state laws the vehicles on site who are tresspassing hence state and provincial tresspasser acts, it must be posted
For public lots and areas under all provinces and states you have the TRAFFIC SAFETY ACT or Highway Act or Motor Vehicle Code or act
If someone is parked improper or against the laws its ticket time and pending the risk to public a tow job is in order
All city and town area have local bylaw also that can apply
The law will work if you let it but that means no one is exempt including the teachers or parents who just have to park there for a few minutes
The risk is always the same and so it the role model image tow and tick a few I guarentee the problem will go aways because the phone lines will be buzzing

Hi Michael, thanks for asking...I think I can help. If you dont use parking permits and a security guard then keeping cars out is difficult..but there is nothing better than good signage..I would suggest security signs and fake cameras. You're a city school so your budget is tight, fake camera's are inepensive. And a Sign informing visitors of these cameras is a strong, effective tactic.
Check out this sign... http://www.emedco.com/protected-by-video-surveillance-signs-79424.html
and this fake camera... http://www.emedco.com/simulated-security-camera-kam3.html

and other No Tresspassing signs...http://www.emedco.com/signs/property-security-signs.html
I hope this helps...Let me know if you have any questions.

I am the Safety Chair here at a Vocational Center, we deal with approx. 300 vehicles a day, so the the most annoying problem is the presence of unassigned (trepassers) people or vehicles in our lot. We are a city school. Any ideas on how to control this problem.
