I'm a bit concerned about the adverse attitude toward small business in the OSHA Director's testimony to Congress. OSHA appears to act as if they are they sole guardian of the OSH Act. Where is NIOSH at concerning protection of the workforce through outreach, education, training, and research?

It is time for all EHS professionals to review the OSH Act. Especially Sections 2, 20, 21, 22 How soon we forget?

On a side note, Dr. Michaels testified that “because OSHA can visit only a limited number of workplaces each year, we need a stronger OSH Act to leverage our resources to encourage compliance by employers.”

I think he meant to say, "we need to collaborate more closely with our other governmental agencies (e.g. NIOSH, U.S Fire Administration) to leverage our limited resources in addition to working closely with local jurisdictional agencies." A multidimensional team effort. Lets start thinking outside of the box.

I agree.  Back in 94 when we were tasked with re-inventing government, the Parsippany NJ Area OSHA Office piloted a partnership with NJ State Police, NJDOT, FHWA, and several local and national unions in addressing highway work zone safety.  I was OSHA's lead in that partnership, which I might add is still going strong.  We were a great success in lowering the fatality rate of highway workers.  Several other states adopted our program.  It remains one of the most effective partnerships that OSHA has ever worked on.

I think NIOSH should be more involved in partnership with OSHA! Right now the Obama Administration has Union Radicals running OSHA.

Bush didn't care at all and this guy is a Socialist! We've gone from one extreme to the other.

Yes true, but I believe this is important as far as employee safety is concerned.

Safety tech and safety manager must follow OSHA rules to avoid unwanted fines.
