My doubt is very basic.. We(safety people) analyze the situation and come out with some effective methodology or PPE to minimize the hazards. Next challange is implementation. Even if it is implemented,there are people who still show their experience and avoid PPE(ie. I am working in this field for 5 years without accident.. something like that). How to make this kind of people realize the importance of our implementation? Is penality or enforcement the only way? Can anyone say an effective method of influencing the workers? Please guide me.. Thank you in advance..

Some people will "get it" easier than others. I think a good first start is to have some of the employees exposed to the hazard come up with the solution. You would need to show them the hazard and explain the possible outcomes. If they come up with the solution they should be more willing to go along with it. Sometimes this situation will not work.
In other situations I generally try to explain my concern with an employee not following safe working procedures. In general I express concern related to the possible negative outcomes of their behavior and try to lead them into committing to work in the prescribed manner and I offer them my assistance in helping them achieve this goal.
Of course there are cases in which this does not work at which time a companies discipline policy should be used.
Most of this activity should be performed by the employee’s direct manager/supervisor. In cases that an employee does not seem to “get it”, I usually step back and look at other factors, such as the work group and the employees manager. If a manager does not really embrace safety, their employees will pick up on that and some will act out by not following policy.

I agree with Craig, it's much easier to enforce PPE and safety rules if you get the "buy-in" from the individual. I've found that it sometimes helped me get people to think a bit more about safety if I posed this question: "I understand you've never been hurt on your job and that the likelyhood of something happening is low, but let me ask you this ... what if all hell broke loose and something did happen, what would be the worst outcome ? Are you REALLY willing to accept the loss of an eye, limb, etc ?
And if all else fails, I've learned something else ... what's important to my boss is important to me !!! I've seen safety cultures change quickly when Management "got it" and communicated their expectations clearly. Everyone talks about this, but I've seen it first hand ! When Upper Management communicates clearly that they expect employees to abide by the safety rules and regulations and this is non-negotiable, it gets peoples' attention and tends to make converts quickly ... particularly if you like your job.
